The following should help you to better understand how this card works:



Solemn Judgment cannot negate a Special Summon that was achieved with the help of another card. So you cannot use Solemn Judgment against a Special Summon that used Monster Reborn, Polymerization, Premature Burial, Call of the Haunted, Elegant Egotist, Polymerization, Fusion Gate, a RItual Spell Card, Giant Rat, Mystic Tomato, Marauding Captain, Spear Cretin, Cyber Jar, etc.



You CAN use Solemn Judgment to negate a Special Summon that was achieved using the monster’s own effect such as Dark Necrofear, Gate Guardian, The Fiend Megacyber, Valkyrion the Magna Warrior, Great Moth, etc.. If you use Solemn Judgment to negate the Special Summon of a "Special Summon-only" monster, you cannot use Monster Reborn on that monster.



You CAN use Solemn Judgment to negate a Spell/Trap card used to perform a Fusion/Ritual Summon, or Monster Reborn, Call of the Haunted, etc.. You CAN negate a Flip Effect if Solemn Judgment negates the Flip Summon. Your opponent still has to pay any costs, even though this card negates the action. You may activate this card during the Damage Step to negate an appropriate card.
